| dc.description.abstract | Esta pesquisa se dedica a propor uma reflexão sobre a paisagem como instrumento de valoração e preservação do patrimônio, em especial, sobre os desafios e potencialidades encontrados na experiência do Iphan passados treze anos da publicação da Portaria nº127/09, que instituiu o instrumento da Chancela da Paisagem Cultural Brasileira. Por meio de revisão bibliográfica e o estabelecimento de uma base teórica, busca-se entender a complexidade tanto das relações dinâmicas que compõem uma paisagem, quanto da própria aplicação do conceito em políticas públicas de gestão e preservação do patrimônio cultural. Relacionando as reflexões teóricas com os desafios observados na prática no ETEC da Imigração em Pomerode, somado à vivência no município, busca-se entender como as dinâmicas culturais, econômicas, políticas e sociais se inter-relacionam e constituem fatores decisivos no estabelecimento de políticas públicas que de fato busquem a valorização das paisagens em seu caráter integrado, dinâmico e complexo. Considerando que até a atualidade não há uma paisagem formalmente reconhecida pelo instrumento de Chancela, e levando em conta os atuais esforços do Iphan para revisão e retomada do instrumento, entende-se que uma política voltada à paisagem no Brasil ainda está em passos preliminares de formulação. Assim, a aplicação da paisagem como categoria ou instrumento de preservação do patrimônio ainda hoje enfrenta dificuldades e desafios de ordem estrutural que só serão revelados e solucionados através da efetiva colaboração entre os diversos agentes formadores das paisagens. | |

An analysis addressing the Rural Complex of Rio da Luz and Texto Alto in Jaraguá do Sul and Pomerode, SC Abstract: This research is dedicated to proposing a reflection on the landscape as an instrument for valuing and preserving heritage, particularly, on the challenges and potentials found in the experience of Iphan thirteen years after the publication of Portaria nº 127/09, which instituted the instrument of the Chancela da Paisagem Cultural Brasileira. Through a bibliographic review and the establishment of a theoretical basis, we seek to understand the complexity of both the dynamic relationships that make up a landscape and the very application of the concept in public policies for the management and preservation of cultural heritage. Relating the theoretical reflections with the challenges observed in practice at the ETEC da Imigração em Pomerode, added to the experience in the city, we seek to understand how the cultural, economic, political and social dynamics interrelate and constitute decisive factors in the establishment of public policies that actually seek to value landscapes in their integrated, dynamic and complex nature. Considering that, to date, there is no landscape formally recognized by the instrument of the Chancela and considering IPHAN's current efforts to review and resume the instrument, it is understood that a policy focused on the landscape in Brazil is still in preliminary steps of formulation. Thus, the application of the landscape as a category or instrument for preserving heritage still faces difficulties and challenges of a structural nature that will only be revealed and resolved through effective collaboration between the various landscape forming agents.
