dc.description.abstractEssa inacabada experiência de escritura visa contribuir para as reflexões e para as práticas de registro de bens culturais imateriais no âmbito do Instituto do Patrimônio Histórico e Artístico Nacional(Iphan). A intenção geral do trabalho foi a de revisitar criticamente a constituição do dispositivo de proteção do patrimônio imaterial no Brasil, a partir de uma perspectiva documental e tendo como apoio um processo de registro ainda em curso: “O Registro das Congadas de Minas Gerais”, do qual participei como aluno do mestrado junto à Superintendência do Iphan em Minas Gerais. Ao tomarmos o processo de instrução do registro, ou seja, o documento objeto e o Dossiê Final das Atividades da Comissão e do Grupo de Trabalho Patrimônio Imaterial, publicado pelo Iphan, associados a trabalhos teóricos e historiográficos mais gerais, assumimos tais documentos enquanto nossos informantes privilegiados e buscamos, sem reivindicar qualquer neutralidade, ouvi-los naquilo que eles nos teriam a dizer sobre o processo. O título da dissertação, “Minha fé não é cultura – a eficácia da magia e as amarras do estado”, parte da fala de uma congadeira mineira à pesquisadora Andréia Ribeiro, que realizou o levantamento preliminar do registro das congadas de Minas, licitado pelo IPHAN. Tomei-a de empréstimo por trazer aquilo que, suponho, seja o núcleo argumentativo da dissertação: a reflexão sobre a objetificação da cultura e da “forma de vida” dos congadeiros. Proponho então, como via alternativa, vislumbrando uma efetiva aproximação das pessoas como estado e fora do âmbito do direito, a profanação do dispositivo patrimonializante. Nesse sentido, destacam-se questões relativas à possibilidade de tradução entre o dispositivo estatal e a vida, tal como vivida pelos congadeiros. Para que essa via alternativa torne-se viável é fundamental que o estado esteja à escuta (Nancy, 2014) e possa, a partir de uma efetiva relação com a alteridade, se deixar impregnar/afetar pela experiência congadeira e, assim, modificar e ser transformado por ela.
dc.description.abstractenMy faith is not culture: the effectiveness of magic and the bonds of the state Abstract: This unfinished writing experience aims to contribute to the reflections and practices of registering intangible cultural assets within the scope of the National Historical and Artistic Heritage Institute (Iphan). The general intention of the work was to critically revisit the constitution of the protection device of intangible heritage in Brazil, from a documentary perspective and with the support of a registration process still in progress: “The Registry of Congadas de Minas Gerais”, of which I participated as a master's student at the Iphan Superintendence in Minas Gerais. When we take the registration instruction process, that is, the object document and the Final Dossier of the Activities of the Commission and the Intangible Heritage Working Group, published by Iphan, associated with more general theoretical and historiographic works, we assume these documents as our informants privileged and we seek, without claiming any neutrality, to listen to them in what they would have to say about the process. The title of the dissertation, “My faith is not culture - the effectiveness of magic and the bonds of the state”, part of the speech of a mining congadeira to researcher Andréia Ribeiro, who carried out the preliminary survey of the registration of congadas de Minas, bid by IPHAN . I borrowed it for bringing what, I suppose, is the argumentative core of the dissertation: the reflection on the objectification of the culture and the "way of life" of the congadeiros. Then I propose, as an alternative way, envisioning an effective approximation of people as a state and outside the scope of law, the desecration of the patrimonializing device. In this sense, issues related to the possibility of translation between the state device and life, as experienced by the congadeiros, stand out. For this alternative route to become viable, it is essential that the state is listening (Nancy, 2014) and can, from an effective relationship with otherness, allow itself to be impregnated / affected by the congadeira experience and, thus, modify and be transformed by her.
