dc.description.abstractA expressão “fazedores de cultura” surgiu no Brasil na última década no campo da participação social nas políticas culturais, e aponta para uma mudança conceitual que dá protagonismo à agentes da sociedade na produção cultural do país. Transportando esta mudança de paradigmas para as políticas de preservação do patrimônio cultural, quem seriam os “comedores de patrimônio”? Observou-se nos últimos anos uma forte demanda pelo reconhecimento de práticas alimentares como patrimônio cultural. A partir da historicidade da Política de Salvaguarda do Patrimônio Imaterial executada pelo IPHAN, este trabalho propõe uma reflexão sobre a relação entre Estado e sociedade civil na aplicação do instrumento legal do registro do Patrimônio Imaterial, especificamente para práticas culturais ligadas à alimentação. O objetivo da pesquisa foi compreender usos, possibilidades e limitantes das ações e políticas de preservação, partindo da análise do conjunto de processos de registro do Patrimônio Imaterial ligado à alimentação no período de 2000 a 2016, aprofundando a discussão a partir do registro do Sistema Agrícola Tradicional do Vale do Ribeira, em curso no IPHAN. Questionam-se dicotomias como natureza e cultura, fome e paladar, agricultura e culinária na abordagem patrimonial das práticas alimentares, propondo uma perspectiva transdisciplinar do tema. Para tanto, discute-se as aproximações da política de patrimônio com instâncias de participação social das políticas públicas de Segurança Alimentar e Nutricional (SAN) e dos Povos e Comunidades Tradicionais (PCTs). Foram levantadas trajetórias, sujeitos e marcos legais que se alinhavam, culminando, no limiar do século XXI, em questões que podem vir a orientar uma sinergia entre IPHAN, parceiros institucionais e grupos sociais na preservação do patrimônio cultural ligado à alimentação.
dc.description.abstractenThe expression "culture makers" emerged in the past decade in regards to social participation in cultural policies, and points to a conceptual change that highlights the role of society's agents role in the cultural production in Brazil. Carrying this paradigm shift to cultural heritage preservation policies, who would be the "heritage eaters"? In recent years there has been a strong demand for the recognition of food practices as cultural heritage. Based on the historicity of the Policy for Safeguarding Intangible Cultural Heritage implemented by IPHAN, this paper proposes a critical reflexion on the relation between State and civil society due to the application of the legal instrument called "registry" of Intangible Heritage, specifically for cultural practices related to food. This research sets out to understand the uses, possibilities and limitations of preservation actions and policies, having as a strating point the analysis of the set of processes of the Intangible Heritage related to food in the period from 2000 to 2016, deepening the discussion with the Agricultural Heritage System of the Ribeira Valley, currently underway at IPHAN. We question dichotomies such as Nature and culture, hunger and taste, agriculture and cooking through the approach of heritage to food practices, proposing a transdisciplinary perspective for the theme. Therefore, we discuss the closening between heritage policy and the agenda of on food culture, the latter identified in social participation on public policies of Food and Nutrition Security (FNS) and Traditional Peoples and Communities (TPCs). Trajectories, people and legal frameworks that intersect have been surveyed, culminating, at the threshold of the 21st century, in relevant issues that may guide an increasingly integrated and horizontal dialogue between IPHAN and representatives of civil society in these processes.
