dc.description.abstractNesta dissertação, proponho uma investigação sobre a construção de uma representação cafeeira, histórica e cultural para o sul do Espírito Santo e sobre a instituição de uma política de preservação dos bens culturais dessa tríade pelos órgãos federal, estadual e municipais do Estado do Espírito Santo. Para isso, foi necessário começar a pesquisa por uma trilha retrospectiva, a fim de compreender como a historiografia espírito-santense produziu um passado para o sul do Estado e como esse passado tem sido utilizado como legitimador dos motivos e sentidos nas ações atuais de preservação naquele território, lembrando sempre que a noção de Patrimônio Cultural – categoria-chave para a orientação das políticas públicas de preservação cultural – é historicamente constituída e tem se transformado no tempo. Essa construção é analisada nos discursos materializados em textos jurídicos (leis, decretos, ofícios e memorandos) produzidos pelo Estado do Espírito Santo e pelo município de Muqui, em inventários realizados, em programas de turismo e na historiografia. Dois são os pilares teóricometodológicos: o campo do Patrimônio Cultural, por meio de conceitos que ajudam a compreender o discurso como relação entre a materialidade da linguagem e as condições histórico-sociais de sua produção, e as reflexões e construções teóricas acerca da escrita da história. Pretendemos desnaturalizá-los em suas práticas, definindo-os como construção social e temporal. O campo empírico desta dissertação está centrado na análise dos discursos do Patrimônio Cultural de Muqui (ES), o qual se circunscreve ao âmbito de duas categorias dos poderes do Estado: o Legislativo e o Executivo brasileiros, nos exercícios de suas funções de elaborar leis e fiscalizar sua aplicação, respectivamente. No executivo, os órgãos e agentes de preservação do patrimônio cultural são fundamentais pela atribuição de valores aos bens culturais, bem como por oferecer medidas de reconhecimento e preservação. Com esse estudo foi possível pensar sobre os discursos, embates, apropriações em torno da categoria “patrimônio” e, a partir daí, de que maneiras foram elaboradas concepções de memória, história, passado e cultura por meio de nem sempre estáveis mecanismos de preservação.
dc.description.abstractenIn this dissertation, I propose an investigation into the construction of a coffee, historical and cultural representation to the south of the Espírito Santo and the establishment of a conservation policy of cultural goods of this triad by federal agencies, state and city of the state of Espírito Santo. For this, we need to start searching for a retrospective track in order to understand how the spirit - Santo's historiography produced a passed to the south of the state and how that past has been used to legitimate reason and senses the current actions of preservation that territory, always remembering that the notion of cultural Heritage - key category for the orientation of cultural preservation of public policy - is historically constituted and has become the time. This construction is analyzed in the discourse materialized in legal texts (laws, decrees, letters and memos) produced by the Espírito Santo State and the City of Muqui in inventories conducted in tourism programs and historiography. There are two theoretical and methodological pillars: the field of Cultural Heritage, through concepts that help to understand the speech as relationship between the materiality of language and the historical and social conditions of its production, and the reflections and theoretical constructions on written history . We intend to denaturalize them in their practices, defining them as social construction and temporal. The empirical field of this dissertation focuses on the analysis of the discourse of Cultural Heritage Muqui (ES), which is limited to the scope of two categories of state powers: the Legislative and the Executive Brazilians, in the exercise of its functions to develop laws and review implementation, respectively. The executive, the organs and preserving agents of cultural heritage are fundamental for assigning values to cultural goods , as well as to offer recognition and preservation measures. With this study, we could think about the speeches, conflicts, appropriations around the category "equity" and, from there, in what ways were prepared memory concepts, history, past and culture through not always stable preservation mechanisms.
